MARCH TO PARLIAMENT

“March to Parliament” on 4th December 2014. The following places/locations have been arranged for staying purpose for participants in the programme.

Dear Colleagues,
You are aware that the Postal JCA has decided to go ahead with the programme which we planned earlier. The Department of Posts does not respect our sentiments. Every demand which we raised in the charter of Demands is either rejected or delayed indefinitely by the Department. Taking into consideration
of the present condition, the Postal JCA has decided to go ahead with our original programme, “March to Parliament” on 4th December 2014.
The following places/locations have been arranged for staying purpose for participants in the programme.
1. Sanatan Dharam Sabha

New Delhi 110 005.
2. MTNL Quarters
CH 17-18, Atul Grove Road,
New Delhi 110 001.
In both the above places, our Federation will provide bedding for the participants. The Federation is unable to provide any kind of food to the participants. Participants may make their own arrangements in respect of food. Further we are unable to provide hot water to participants during their stay. In December,the climate in Delhi will be of severe cold. Therefore participants are requested to bring necessary clothing so as to bear the cold. The March to Parliament will start at 10 a.m. from Jantar Matar. All the participants of FNPO affiliated unions are requested to come to MTNL Quarters at Atul Grove Road at 9.30 a.m. FNPO procession will start from Atul Grove Road to Jantar Mantar and join with NFPE participants. From there we will proceed to parliament. Participants are requested to bear any inconvenience caused during their stay in Delhi. We are unable to provide proper accommodation to the participants at Delhi due to paucity of funds with the Federation. However we provide accommodation which is not lesser than that of NFPE participants. The places of stay mentioned above will be available from 3rd December to 5th December2014 up to 10 a.m. Therefore participants are advised to reach Delhi on 3rd December and leave by 5th December 10 a.m. The participants belonging to Delhi, Punjab, Haryana and Himachal Pradesh are requested to come on the morning of 4th December.
The intention to hold “March to Parliament” is to show our strength as well as our anguish and protest against the Department / Government. Therefore all participants should bear the inconvenience during the stay in Delhi .FNPO hopes and trusts the participants will raise to the occasion.

Digital Life Certificate for Pensioners - PM launches Jeevan Pramaan

OFFICE MEMORANDUM

Sub:- Action against Government servants who get appointment on the basis of false SC/ST/OBC certificates.


The undersigned is directed to invite reference to this Department’s OM No.11012/7/91-Estt.(A) dated 19.5.1993 which provides as under:-

"Wherever it is found that a Government servant, who was not qualified or eligible in terms of the recruitment rules etc., for initial recruitment in service or had furnished false information or produced a false certificate in order to secure appointment, he should not be retained in service. If, he is probationer or a temporary Government servant, he should be discharged or his services should be terminated. If he has become a permanent Government servant, an inquiry as prescribed in Rule 14 of CCS (CCA) Rules, 1965 may be held and if the charges are proved, the Government servant should be removed or dismissed from service. In no circumstances should any penalty be imposed".

2. The position was reiterated vide this Department’s OM No.42011/22/2006-Estt.(Res.) dated the 29th March, 2007 that the cases other than those protected by the specific order of the Apex Court should be dealt with in accordance with the instructions contained in the aforesaid O.M. However, it has been observed that disciplinary proceedings in the cases involving appointments on the basis of false/fake caste certificates take considerable time and the persons who have secured employment on the basis of false caste certificates enjoy the benefits of Government service whereas such Government servants should be removed / dismissed from the service at the earliest.

3. It is requested that disciplinary inquiries involving the matter of securing jobs on the basis of false/fake certificates should be completed in a time bound manner and unscrupulous persons who have got appointment on the basis of fake/ false caste certificates should not be retained in service and should be dismissed / removed thenceforth.

4. Contents of this OM may be brought to the notice of all concerned.

In the First Phase 12 Advanced Training Institutes to be set up at a cost of over 200 Crores as a Part of ‘Make in India’ Programme
The Directorate General of Employment and Training (DGE&T) of the Ministry of Labour & Employment proposes to set up 12 Advanced

12-Advanced-Training-Institutes-to-be-set-up
Training Institutes (ATIs) at various locations of the country at a Total Project Cost of over 200 Crores. This is the pilot phase of a scheme of the Directorate under its Craft Instructor Training Scheme (CITS), to be implemented in PPP mode, with the objective training of 9200 Vocational Instructors to begin with.
This effort is a part of ‘Make in India’ program which aims to transform India into a best-in-class manufacturing hub and it places a strong emphasis on skill development. The Hon’ble Prime Minister, in a recent speech, has also weighed on the need to focus on Skill, Scale and Speed to make India capable of competing on the global scale. Referring to the requirement of skilled trainers in the country, he mentioned that good teachers are one of the biggest needs of the society.
To address this need for vocational trainers, the DGE&T has decided to setup 27 Advanced Training Institutes (ATIs) in all for training of trainers. With a clear impetus on private participation to induce efficiency and innovation, the DGE&T has decided to explore Public-Private Partnerships as a model for developing these institutes.
DGE&T is an apex organization for development and coordination of the vocational training in India.
The pre qualification process for bidders to set up the first 12 institutes in the first phase is to begin soon.

Sub: Submission of Life Certificate in the month of November, 2014
Attention is invited to this Office OM No. CPAO/Tech/Pre-2006/Revision/2011-12/191 dated 23rd October, 2012 circulating therewith a copy of CPAO’s’ advertisement in English released in the leading national and regional dailies on 21st October, 2012 regarding obtaining of life certificate in the revised format by the authorized banks from the Central Civil pensioner/ family pensioner in November every year.
It was also advised that the information on the current address and telephone number collected from the Life Certificates is to be updated on the banks master data with the CPPC and the updated master data is required to be sent to CPAO not later than the last week of December every year.
Since the pensioners/family pensioners would start approaching the banks for life certificate from 1st of November, it is reiterated that all Pension Account Holding Branches must be sensitized to ensure the receipt of Life Certificate in the revised format (copy enclosed).
The updated master data must reach CPAO not later than the last week of December, 2014. The modified format of Life Certificate is also available on CPAO’s website www.cpao.nic.in at the link “Forms-For Pensioners” appearing on the left pane of Home Page.

WHEN MARRIED SON IS ELIGIBLE FOR COMPASSIONATE APPOINTMENT, WHY NOT A MARRIED DAUGHTER, ASKS MADRAS HC

Ruling in favour of a complainant, Justice D Hariparanthaman said there cannot be any discrimination between a married son and a married daughter.
CHENNAI: Why is it that a married daughter of a deceased government employee is not eligible for appointment under compassionate grounds while a married son is eligible, Madras high court has wondered. 


Ruling in favour of a complainant on Thursday, Justice D Hariparanthaman said: "There cannot be any discrimination between a married son and a married daughter.... Making discrimination between a son and a daughter on the ground of marriage is arbitrary and violative of fundamental right to equality." 

The matter relates to a writ petition filed by P R Renuka, stating that her father, an office assistant working in the animal husbandry department, died while he was in service in February 1998. He left behind his wife and three married daughters, besides an unmarried daughter. 

Since Renuka was the eldest among them, and also because she had been deserted by her husband and living with her father at the time of the latter's death, she sought employment under compassionate grounds. She also furnished a copy of her divorce decree dated September 9, 1999. 
The authorities rejected her plea on September 16, 2002 stating that she was not entitled for a compassionate appointment because she was married. 
Noting that her divorce came after her father's death, the government informed the court that only an unmarried daughter and or one who was a divorcee at the time of her father's death were eligible for appointment under compassionate grounds. 
Rejecting the contention, Justice Hariparanthaman pointed out that the woman had stated that even before her father's death, she had been living with her parents. Also, the only reason given by authorities to reject her claim to appointment was because she was married. 
"When she has come with a plea that she was deserted by her husband and a decree of divorce was granted, and that she was under the care and control of her father at the time of his death, the government cannot deny compassionate appointment on the ground that the divorce was obtained after the death of her father," said Justice Hariparanthaman. 
Quashing the rejection order, the judge then directed the authorities to provide a compassionate ground appointment to Renuka in eight weeks.
