Postal Directorate vide letter No. 8-03/2012-INV dated 24.03.2014 has revised the monetary limits for handling cases of Loss / Fraud cases for conducting Investigations at DO/RO/CO level.

 
The revised limits will be applicable for cases detected on or after 01.04.2014. Earlier limits will be applicable in respect of all investigations pending on 31.03.2014.

It is hereby notified that ADM (PLI) is nominated as CPIO and DPS (HQ) o/o CPMG Karnataka Circle remains to be the appellate authority. The nominated officers would be authorized to issue final reply to information seekers pertaining to their field as Central public information officers.
All Assistance is necessary for discharging the duties of the CPIOs shall be made available by other officers as per Section 5(4) and 5(5) of the Right to Information Act 2005.

Sub: Admissibility or otherwise of special allowance to the PO & RMS Accountants
        promoted under MACP/TBOP/BCR scheme  - regarding

            Attention is invited to para 3 of this Directorate letter No. 1-02/2011-PAP dated d28/31-8-2012 vide which recommendations of Santosh Gauriar Committee were given effect from the date of issue of the OM.

            The issue has been recommended and it has now been decided to give effect to the OM from 1st September 2008 (date of commencement of MACP Scheme). However, the same will  not be admissible to TBOP/BCR officials prior to 1.9.2008.

Delay in issuing  DA Order

“…10% enhancement in Dearness Allowance/Dearness Relief has already been approved by Central Government on 28th February, 2014  Now a formal Office Memorandum in this regard is awaited from Finance Ministry. Month of March, 2014 is going to end and a month is also passing after approval all employees/pensioners/offices are waiting for Finance Ministry’s Memorandum. Last year the approval of DA/DR pertaining to January, 2013 was also issued very late on 18th April 2013
According to the govt. approval additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014 would be released not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent. Salary for the month of March, 2014 will be paid on 2nd April, 2014 and the salary/pension of March, 2014 will be calculated on 90% DA/DR and three months’ arrears will be paid after receiving of FM’s Order. The order of enhancement in DA also necessary to 25% increase in some allowances. As per sixth CPC’s recommendations some allowances can increase 25% every time when the DA touches 50%.”

Subject: Closing of Central Government Offices in connection with general elections to the Lok Sabha and State Legislative Assemblies and Bye Elections to Legislative Assemblies during 2014. 

            The undersigned is directed to say that in connection with the general elections to the Lok Sabha and State Legislative Assemblies of Andhra Pradesh, Odisha & Sikkim and Bye Elections to Legislative Assemblies of some States, scheduled to be held in 2014, the following guidelines, already issued by DOPT vide OM No12/14/99 -JCA dated loth October, 2001, have to be followed for closing of the Central Government Offices including Industrial Establishments in the States:-

(i)          The relevant offices/organizations shall remain closed on the day of poll in the
notified areas where general elections to the Lok Sabha and State Legislative Assembly are scheduled to be conducted.
(ii)         In connection with bye-election to State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual
leave on the day of polling. Special Casual leave may also be granted to an employee
who is ordinarily a resident of constituency and registered as a voter but employed in
any Central Government Organization/Industrial Establishment located outside the
constituency having a general bye-election.

2.          The above instructions may be brought to the notice of all concerned.

Subject: Clarification regarding colour scheme for newly constructed and rented buildings.

            This is regarding colour specification for all newly constructed Post Office buildings & staff quarters. Recently, a meeting regarding review of the progress of constructing ATM Rooms was held on 29/1/2014 under the Chairpersonship of Secretary (Posts).

2.         in the meeting, it has been decided that all the new Post Office buildings & staff quarters including ATM rooms being constructed should conform to the “Project Arrow post office specifications” colour scheme for exteriors and interiors, as detailed in Project Arrow Blue Book”. Any deviation in the colour scheme needs to be got approved from Postal Directorate.

3.         now, onwards all rented premises & buildings need to be got painted/ colour washed by landlords as per specification decided for project Arrow post Office and all FRAC minutes & agreements need to be got modified accordingly to improve our brand image & identity.

4.         Further, it is pointed out that no special attention if given for providing sufficient space for public in the newly constructed post offices. While examining the SOA of approved new post office project, the area to be provided for ‘Public hall’ according to the proposed counters of the post office is to be included in the total area of the SOA. This needs to be adequately examined at the time of approving schedule of accommodation to make our building more customer friendly.

5.         Accordingly, it is requested to adhere to the above instructions invariably.

There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.
24 out of 407 Private hospitals empanelled under CGHS decided unilaterally to discontinue credit facility to the eligible categories of CGHS beneficiaries. Show Cause Notices stand issued to these Hospitals and the empanelment of five Hospitals has been suspended for a period of six months or till further orders, whichever is earlier.
In this regard, the CGHS beneficiaries are advised not to be guided by misleading information as most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries. The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS. Ministry of Health and Family Welfare has already taken special steps for clearance of pending hospital bills on a priority basis and the pendency of bills is almost cleared.
CGHS has already invited bids for revision of package rates through a transparent tender process, where the last date for submission of bids was 16th March, 2014. Steps are underway to conclude the tender process early.
