Retired govt. staff eligible for medical reimbursement says Delhi High Court

Ruling that all government employees, even those retired, are entitled for medical reimbursement, Delhi High Court on Tuesday asked the City Government to pay the medical bills of a man who retired from a government enterprise in 2002.  "The state has a constitutional  obligation to bear the medical expenses of its staff while in service and after they retire," said a H C Bench.

Your Savings account will now earn 16 - 18% more

From Thursday 01-04-2010 every  rupee that you keep in your savings bank account will earn more money.  According to Reserve Bank Of India mandate, from April 1, banks will calculate interest paid on money kept in the savings bank account on a daily basis.   This is a departure from the earlier practice of calculating interest on the lowest balance after the 10th of every month.

The change in calculation of interest paid on money kept in one's savings bank account made possible by the use of technology in banking, will translate to about 16 - 18% higher earnings for the depositor, top bankers said.

Fake Instructions on Over Time Alolowance - regarding

The DOP&T vide order No. 15011/10/2010- Estt. (AL) dated 30th March, 2010 informs that fake orders on revised rate of Over Time Allowance are being circulated in Central Government Offices and clarified that no such instruction has been issued by the Department or Ministry of Finance.  The DOP&T had advised not to take cognizance of the fake instructions being circulated in Central Government Offices.

April 14th 2010 will be a closed Holiday for Central Govt. Establishments

The DOP&T Order vide order No.12/3/2010 - JCA.2 dated 29th March, 2010 states that it has been decided to declare Wednesday, the 14th April 2010, as a closed holiday on account of birthday of Dr.B.R.Ambedkar for all Central Government Offices including industrial establishments, throughout India.

Meeting with Member (P)

Myself and Shri. P.S.Babu met Member (P) on 26th and 30th March 2010.  Many subjects were discussed in these days.  We brought to the notice that the recent DOP&T order No.21011/1/2005-Estt. (A) dated 6.01.2010 clarifying that the ACRs prior to the reporting period 2008-09,  the existing grading shall be blocked is not communicated to the Circles which has resulted that many are not promoted to ACP I, ACP II and ACP III because of the remark 'average' in their CRs.  The Member (P) called the concerned officers and said that this order will be communicated to the Circles soon.  We also brought to the notice about the victimization of our Union Office bearers in Gujarat Circle. The Member (P) settled this issue also and we conveyed our thanks to the Member (P) for her humanitarian approach. Other items discussed are under active consideration and we shall communicate the results in due course.

Subject:- Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 1.1.2010
The undersigned is directed to refer to this Ministry's Office Memorandum No. 1 (6)/ 2009 - E-II (B) dated 18th September, 2009 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 27% to 35% with effect from 1st January, 2010.
2. The provisions contained in paras 3, 4 and 5 of this Ministrry's OM No. 1 (3) / 2008 - E- II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. The payment of arrears of Dearness Allowance for the months of January and February, 2010 shall not be made before the date of disbursement of salary for March, 2010.
5. These orders  shall also apply to the civilian employees paid from the Defence Services Estimtaes and the expenditure will be chargeable to the relevant head of the Defence Services Estimates.  In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways respectively.
6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

Remittance of CHQ quota through Bank

Some Branches have deposited CHQ quota in the Bank. Though the amount was credited in our account, we are not able to know the name of the branch/Circle which have deposited the same. Hence the amounts received are kept under suspense account. Such of those branches are requested to intimate the details required either thro' e mail or by post immediately. We feel that these Branches may be from Andhra Circle.

It is very well known that there is an ill intention at the attitude of Shri SP Kulkarni, that the merger of IPSBCO with AIPSBCO/nfpe. As a Circle Secretary, IPSBCO, Tamilnadu, I strongly objected his action for not having single word of discussion in this regard. I felt very much sorry for, all of sudden, he had mortgaged us to other association/Fed. What is need for merger? at an urgency manner! At the morning I have received the instructions for collecting Forms from SBCO members, for verification of membership ordered by Dte. In the evening I am seeing the 'merger' news item in the Websites.

I objected and asked him to come back over phone and sent a Letter under Speed Post. It is here as a attachment.

DOP REITERATES ORDERS ON ALLOTMENT OF STAFF QUARTERS

The Department reiterated its orders dated 11-07-2000 in connection with forcible allotment of Staff quarters in the Postal colony to SPMS of Town Sub Offices.
The NUPE Group C brought several cases to the notice of the Directorate quoting the orders dated 11-07-2000.The latest being about the SPOs,Pali Marwar postal Division in Rajastan cirle.This clarification issued to the response to our reference. If circles are not following the Directions of the Department who will be held resposible for the mental agony of oficials who faced huge recoveries and expenses to the court cases?

I am directed to intimate that instances have come to the notice of this Directorate that the officials posted as Sub-Postmasters in Town Sub offices are being forced to occupy the staff quarters in the Postal colony without applying for the same.

2. In this connection Instructions issued by this office by this directorate vide letter No 7-6/99-Bldg (copy enclosed) dated 10-11-200 on the subject mentioned above may kindly be referred to. As per the extant orders no Government accommodation can be thrust upon any Government employee against hs willingness and in the absence of a written request for allotment of a quarter from the employee. However it is mandatory for the employee to occupy the post attached rent free accommodation wherever available. In such cases no HRA can be drawn in favor of the employee even if he is unable to occupy the rent free quarter.
3. It is therefore requested that the instructions/guidelines on the subject may kindly be followed strictly.

Sub:-Allotment of Staff quarters

A reference has been received from the Kerala circle in which a clarification has been sought from this office as to whether the department al quarters if any vacant should be allotted to Senior most eligible officials immediately and if they refused to take allotment the HRA is to be deducted from the salary of the officials concerned. The circle has made reference to the Supreme Court in civil Appeal No 19993 filed by Central plantation research Institute Kasargode.

The said reference of the Kerala circle received in their letter No Bldg/12-1/94/VIII/Rlgs dated 9-8-1999 has been considered.
The circle has not enclosed the full text of the judgment of the Supreme Court. Infact
No part of the Judgment has been sent to this office by the circle. Such incomplete references should not be made to this office.

The Rules pertaining to allotment of Govt Quarters are given in the FRSR.They apply mutatis-mutandis tot eh quarters in the Postal pool under the administrative control of Department of Posts except where this Department has issued its own separate ruling to govern the allotment of staff quarters and conditions thereof. No Government accommodation be thrusted upon any Govt employee against has will and in absence of a written request for allotment of a quarter from the employee. However it is mandatory for the employee to occupy the attached rent free accommodation wherever available .In such cases no HRA can be drawn in favor of the employee if he refuses to occupy the rent free quarter.

REVERIFICATION OF MEMBERSHIP-CLARIFICATION

.The Department  in response to the letter dated 22-02-2010 of NAPE Group C clarified that The All India Association 
of Sipervisors (GL) does not participate in the verification process and their status in terms of membership etc. remain as 
it was  on 06-05-1997. In short they can not  enroll new members after  06-05-1997 and  no new  branches would be allowed after the date. The Divisional secretaries /Circle  Secretariesshould take  suitable  steps not to allow new mebers and new branches after the date.

I am directed to enclose a copy of letter No. 1-1 j RR -1 j 09 dated 22.02.2010 received from National Association of Postal Employees Group 'c' on the above-mentioned subject. The Association has alleged that fresh authorization letters are being accepted in favour of All India Association of Supervisor (GL) in violation of clear instructions issued vide letter no. 13jOlj2010-SR dated 18.02.2010 (para 2 (v) (b).

2. In this connection it is clarified that the General Line Association filed a case in the High Court, Delhi challenging composition of categories identified for recognition of Service Associations in terms of CCS (RSA) Rules, 1993. The Hon'ble High Court vide interim order dated 06.05.1997 directed the Respondents to maintain status quo till the matter was heard, in so far as Supervisors, General Line Association was concerned. In the background of the above, Supervisors, General Line Association does not participate in the verification process and their status as Association in terms of recognition and also in terms of membership etc. remain as it was at the time of passing the interim order dated 06.05.1997 ibid. The enclosed representation may be disposed of in the background of the above.

NAPE GROUP C WRITES TO THE DEPARTMENT ON THE PROJECT ARROW

Madam,
Sub: - Harassment of officials in implementing Project Arrow Scheme

A kind reference is invited to this Union letter of even No. dated 25.6.09 on the above subject. Though seven months have elapsed, my Union is not favored with any reply regarding the action taken in this regard.

Further to our letter cited above the following problems were also brought to the notice of the CHQ:
In adequate Staff Strength: To implement the Project Arrow Scheme and to keep the office with full strength, staffs are being brought on deputation and it has its impact on the strength and work load of their own offices. This is resulting in creating mental stress amongst the staff which is not fair as per welfare measures also.

2. Incorrect software: Software installed is not fulfilling the detailed procedures stipulated in the departmental rules and provisions. The Divisional Heads are orally ordering to stop manual work but this is not possible for the reason stated above. Treasury and Savings Bank branches continue double maintenance of work. The authorities who are pressing the staff for completion of work by shortcut methods are not excusing the staff for minor lapses as per rules and regulations.

The Postman Module software can be cited as an example of incorrect software. The Post offices are finding it difficulties in speed net because speed post articles which are returned undelivered with remark as “refused, left, incomplete address, deceased” are not shown as “deemed delivered in performance report whereas it is correctly reflected in case of Regd. Articles. Due to such type of provision, the returned article figure of speed post articles is increased and shown in “deemed delivered” in performance report whereas it is correctly reflected in case of Regd. 3. Series of Reports: Besides departmental periodical reports, a series of reports in connection with Project Arrow office are to be submitted daily on phone, fax, e-mails directly to the concerned authorities. The submission of hourly reports appears to be creating mental torture to the staff. These kinds of extra works be stopped at once and for this software must be developed full-fledged and adequate for the system. The information sought would have been fetched and saved by any authority as and when required without wastage of extra man hours of the concerned offices. This will also save the huge sum spent towards stationery, phone bills, postage and time.
4. Training for Project Arrow & Core banking schemes: Mostly these trainings are arranged on Saturday, Sunday and holidays for which no extra remuneration are paid to the staff and also this is against human rights. Hence this practice should be stopped.
5. Expectation of better feedback from customer:

Department expects better feedback from our customers in absence of sufficient manpower & infrastructure to improve our services up to the mark but out shortcomings should never be neglected. It becomes practically impossible to provide separate counter when the number of Customer exceeds (7) Seven due to non availability of manpower, computer, space for separate window, printers etc.

6. Outsourcing without responsibility: Actually the work of date feeding doesn’t mean total computerization and to get this work done through outsourcing may result in lapses and base for misappropriation. The responsibility in such cases will be thrown on those innocents in future who have not dealt with the work actually.

7. Baseless experiment of fixation of norms/time through citizen charter:
Authenticated machinery has not lost its existence as on today. The norms and time factors for different services are approved by such an authority till this date. However an experiment to evaluate different norms time factors for one and the same service at different stations (sometimes within one metropolitan city) appears to be started. How these norms will gain authenticity in absence of approval of the competent authority is not understood by us. You also will be agreeable to maintain uniformity in norms and time factors for all services. Alternative suitable arrangement (instead of citizen charter) as per present provisions for fixing norms and time factors will only be convenient.

8. Delivery of accountable articles like registered letters, speed post articles, M.Os etc:-

The expectation of cent percent delivery to improve DET KPI Score through postman by fixing responsibility towards office-in-charge appears unjustified and impracticable. Insisting repeated trials for one and the same article creates unwarranted extra duty to all the concerned staff and the office-in-charge. It results in race to raise KPI by hook and crook even with wrong deliveries or with returning the articles on same day which inspires the need for courier services in the minds of the addressees. Hence we request for convenient alternative provision to maintain proper image of the department and to protect our monopoly.

9. SB and SBCO Section: Due to introduction of so many new schemes, decision by the Directorate regarding decentralization of RD, MIS, Senior Citizen saving schemes and its rollback to HPOs has created huge problems. No data is available at HPOs for 8- 10years. Expectation under Project Arrow for updating data of this work by hook and crook with outsourcing will pave a base for frauds. Staff shortages, use of different software, threatening attitude by officers to the staff for completing the work like data posting, revival of silent accounts, SB minus balance etc. within shortest span of time without considering basic difficulties and provisions in rules will invite loss of control over saving bank business. Actually decisions taken by authorities without consultations with expertise and the present work position will create more crisis in saving bank. To prepare authenticated data of each category in scheduled time frame supporting rules and provisions will only help to maintain S.B business properly. Any violation by oral and local orders by different authorities must be avoided. Considering S.B as major business, a firm policy may please be adopted.

10. Frequent interference with oral orders violating the departmental rules:

Under the name of Project Arrow Scheme nowadays as like dictators, some administrative authorities are giving oral instructions and orders through which violation of departmental rules appears clearly visible now and then. Nobody dares to confirm those orders in writing. Getting the work done irregularly and punish the operative staff by recalling departmental ruling has become an usual practice. The staff is forced to work more than usual every day up to late night hours. The Sixth CPC has given up to satisfaction to each and ever cadre including operative staff and this feeling automatically is reflected in working of operative staff but this theme is lacking in some officers. Hence the administrative officers issuing only oral orders creating terror should be held responsible for the consequences arising in future.

Due to project arrow and its follow up as reporting to different authorities, all the staff welfare matters are lying unattended at Divisional Office, Regional office and thereby at Circle level. Any administrative decision as transfers, promotions, personal grievances is totally neglected by these authorities.

Even periodical meetings with Unions, response to and actions on agenda items references therein on various issues are badly delayed with negative approach which is creating unrest and feeling of insecurity among the staff. The examples of suspending officials and officers at Mumbai, Pune, Nsik and Bhandara resulted in tightening the situation.

My Union strongly condemns such an attitude and hope for Co-operation and Co-ordination to save the image of the department and moral of the staff.

MINUTES OF THE MEETING OF DEPARTMENTAL ANOMALY COMMITTEE OF DEPARTMENT OF POSTS HELD ON 05TH FEBRUARY, 2010



A meeting of the Departmental Anomaly Committee of the Department of Posts was held on 05th Feb 2010 in Committee Room, Dak Bhawan, New Delhi on 05th Feb 2010 under the Chairmanship of Deputy Director General (Establishment). A list of participants who attended the meeting is as follows:-

2. 20 items in total as received from Secretary Staff Side were taken for discussion. One additional item relating to grant of pay scale to drivers equal to Postal Assistants of the Department of Posts was also included in compliance of judgment of Madras High Court dated 10th Sep 2009 delivered in WP No.21367 of 2004.
3. At the outset, Chairman of the Anomaly Committee welcomed the members of the Staff Side and explained the definition of the anomaly in the ambit of which the various items submitted by the Staff side will be discussed. Chairman of the anomaly committee explained that items not covered under the definition of term ‘anomaly’ will not be considered as anomalies arising out of the 6th CPC recommendations and will be dealt with outside the purview of the machinery of Anomaly Committee. Thereafter, all the anomalies items as per the agenda including five other items were taken up for discussion:

Item No. 1- TBOP/BCR PA/SA Cadre of Postal placed at lower level in comparison to same cadre in Telecom:

The Staff Side demanded parity of TBOP/BCR, PA/SA cadre of Postal staff with Telecom staff. In support of it was submitted that TBOP Scheme was introduced in the erstwhile unified P&T Department and the scheme was unique to the unified Department. While Telecom Department upgraded the TBOP/BCR pay scales to Rs. 5000 & Rs. 5500, it was not done in Postal & thereby TBOP/BCR PA/SA cadre of Postal were placed at lower level in comparison to same wing cadre in Telecom and as such the anomaly that arose during 5th CPC is still continuing. It was explained that there is no anomaly involved as a result of implementation of 6th CPC recommendations and as such the issue does not fall within the ambit of term ‘anomaly’. However, higher pay scale to the LSG supervisory staff will be examined separately outside the ambit of Anomaly Committee.

Item No.2- Denial of Higher Scale to PO&RMS Accountants and denial of special allowance for the purpose of counting for fixation of pay on promotion:

The Staff Side raised the issue of denial of higher scale to PO&RMS Accountants of Postal Department besides the denial of counting of special allowance for the purpose of counting for fixation of pay on promotion. The Chairman informed the Staff side that the issue was examined by 6th CPC and it was held that PO&RMS Accountants do not belong to Organized Accounts Cadre and as such they cannot be treated on par with them. Therefore, the item does not fall within the term anomaly arising out of 6th CPC. However, the department will examine the issue afresh with a view to find out the justification of the same outside the purview of the anomaly committee and if need be, the department will take up the issue with Nodal Department for treatment of Special Allowance as part of basic pay while fixing pay on promotion.
Item No. 3- Omission of Grant of PB-2 to Postal Machine Assistants renamed as Technical Postal Assistants:
The Staff Side demanded placement of Postal Machine Assistants (renamed as Technical Postal Assistants) as entry grade II (PMA Grade II) requires the incumbents to have the essential qualification of matriculation with diploma in any trade of instrument from any Technical Institute recognized by the Central Government and 6th CPC has placed all diploma holders in PB-2.

The Chairman informed Staff Side that Technical Postal Assistants/Postal Machine Assistants were renamed as Technical Postal Assistants consequent upon closure of the then PMRO’s. These Postal Machine Assistants are in Grade II & Grade I. The feeder cadre is in Grade II and the essential qualification for this entry grade is matriculation with diploma in any trade of instrument from any Technical Institute recognized by Central Government as laid down in the recruitment rules. The promotional cadre of PMA Grade I provides for direct recruitment and promotion quota as 50:50. For promotional quota, the essential qualification is not less than 5 years experience and for direct recruitment, the essential qualification is matriculation with diploma in any trade of instrument or apprenticeship certification or national trade certificate with desirability of knowledge of working and maintenance of postal machines for about two years as per the laid down recruitment rules. 6th CPC had recommended PB-2 with GP 4200 for all such cadres having entry qualification of diploma but this cadre was denied the higher pay band and grade pay obviously for the reasons that such officials are not utilized for the purpose they were recruited and on being rendered surplus, they are being utilized in the Postal Wing. The cadre was declared as dying cadre.

The Committee further observed that Technical Postal Assistants Grade I are allowed the scale of 5200-20200 (PB-1) with GP 2400 at par with Postal Assistant and Technical Postal Assistants Grade II are allowed the scale of 5200-20200 (PB-1) with GP 1900 and they are being utilized in the Postal Wing. It was observed that PMA Grade II had earlier demanded the higher pay scale and following CAT Orders, the department had considered the issue and rejected the demand for the higher pay scale. Chairman accordingly informed the Staff Side that the item does not fall within the term anomaly arising out of 6th CPC. However, the department will examine the issue afresh with a view to find out the justification of the same outside the purview of the Anomaly Committee.

Item No. 4 - Head Mail Peon – disturbance of relativity with Postman/Mail Guards following 5th CPC:
It was agreed that only senior most Group D officials now called Multi-skilled employee Group C should be posted as Head Mail Peon. If senior most Multi-skilled employee Group C is not willing then only junior Multi-skilled employee Group C need to be posted as Head Mail Peon.

Item No. 5- Placement of Charge Hand in PB-2 rather than merger with Artisan Grade I:
The Chairman informed the Staff Side that the issue of upgradation of pay scale of Charge Hand has been referred to the Ministry of Finance.

Item No. 6 - Artisan Grade I – Common Cadre including Railways and Defence – Parity from 01.01.1996:
The Chairman informed the Staff Side that on implementation of 6th CPC, the pay scale of the Artisan Grade I have been upgraded to Rs. 4500-7000. Claiming parity with the common cadre including Railways and Defence with effect from 01.01.1996 is outside the purview of the anomaly committee.

Item No. 7- Data Entry Operator – Lower placement than other Central Government Departments
The Chairman informed the Staff side that no recruitment rules for this cadre are in place and Sorters and LDCs posted against such posts created in PAO Chennai are already being allowed the higher scale. The issue has already been considered by High Court of Madras also. The Department has already considered the representation and rejected the demand. The item does not fall within the term ‘anomaly’ arising out of 6th CPC.

Item No. 8 - Cash Handling Allowance to PO&RMS Treasurers – allowing allowance at par with Cashiers in administrative offices:
The Staff Side demanded grant of same Cash Handling Allowance to PO Treasurers as admissible to cashiers in RMS Offices and administrative offices taking the plea that Cashiers in RMS draw the cash from PO Treasurers and distribute the same. Moreover, it was just a matter of change of nomenclature and nothing else.

Chairman informed the Staff Side that Cash Handling Allowance admissible to Treasurers has been doubled. Change of nomenclature of the allowance does not fall within the term ‘anomaly’. However, the department will relook into the issue and will examine the possibility of allowing the same Cash Handling Allowance to Treasurers and Cashiers within the Department and in case justification exists for the same; the Department will take up the issue with Nodal Department.

Item No. 9 - Laboratory Technicians in Postal Dispensaries – non-granting of ACP promotions by DDO due to absence of clear cut orders:
The Chairman informed the Staff Side that 6th CPC has not recommended any upgradation of pay scale for this category. Para 3.8.14 of the recommendation of 6th CPC does not suggest any upgradation of existing pay scale of Rs. 4000-6000. The issue will, therefore, be referred to Ministry of Finance for clarification and based on that further clarification on ACP will be issued. However, the issue does not fall within the term ‘anomaly’.

Item No. 10- Medical Store Keepers – Non consideration at par with Central Government Departments:
The Chairman informed the Staff Side that 6th CPC has not recommended any upgradation of pay scale of this category. Para 3.8.20 of the recommendation of 6th CPC does not suggest any upgradation of existing pay scale of Rs. 4000-6000 and Rs.4500-7000. The issue will, therefore, be referred to Ministry of Finance for clarification. However, the issue does not fall within the term ‘anomaly’.

Item No. 11- Staff Nurse – Non -ordering of respective ACP Scales:
The Chairman informed the Staff Side that Government has already upgraded the pay scale of Staff Nurse to Rs. 7450-11500 and allowed Rs. 9300-34800 (PB2) with GP 4600.

Item No. 12 - Sorters in DA (P) – relativity disturbance from 5th CPC compared to Postman Cadre:
The Chairman informed the Staff Side that 5th CPC recommended identical scale to the Sorter cadre of DAP and Postman cadre. However, Postman cadre had the established parity with the Constables of CPO and as such scale of this cadre was brought at par with the scale of Constables of CPO with effect from 10.10.1997. The two cadres had no established parity. Therefore, the issue does not fall within the term ‘anomaly’ arising out of implementation of recommendations of 6th CPC.

Item No. 13 - System administrators – non creation of personnel for handling of software and hardware problems:
The Chairman informed the Staff Side that the issue is merely of the nature of a suggestion for creation of new posts and does not fall within the term ‘anomaly’ arising out of implementation of recommendations of 6th CPC.

Item No. 14 - Marketing Executive – Non recognition of services as in case of System Administrators:
The issue does not fall within the definition of ‘anomaly’ arising out of implementation of recommendations of 6th CPC.

Item No. 15 - Grant of Supervisory Allowance to LSG/HSG II/HSG I Supervisors – Non- grant of graded Supervisory Allowance:
The Chairman informed the Staff Side that the element of Supervision within the sphere of duty of the posts has already been taken into consideration by the 6th CPC while recommending revised pa scales. . Therefore, the issue does not fall within the term ‘anomaly’ arising out of implementation of recommendations of 6th CPC.

Item No. 16 - Anomaly in connection with revision of pay scale of BCR Group D (now multi-skilled Group C) – Non- grant of PB-1 with GP 1900:
The Chairman informed the Staff Side that BCR Group D in operative offices was allowed the scale of Rs.3050-4590 under BCR. The replacement scale of this prescribed BCR scale is Rs. 5200-20200 (PB-1) with GP 1900.

Item No. 17 - Supervisory Allowance for Head Postman/Overseer Postman:
The Chairman informed the Staff Side that the item is in the nature of demand and does not constitute an anomaly.

Item No. 18 - TA/DA to Mail Overseers:
The Chairman informed the Staff Side that the category of Mail Overseer is allowed Night Halt Allowance as per TA Rules. Further, the item is in the nature of demand and not an anomaly arising out of 6th CPC.

Item No. 19- Higher Pay Scale to PA/SA Supervisory Posts:
The Chairman informed the Staff Side that 6th CPC had recommended the pay scales for the Supervisory posts keeping in view the element of supervision as part of the sphere of duties of the Supervisory posts and as such the issue does not constitute an anomaly arising out of 6th CPC. However, the department will examine the issue afresh threadbare with a view to find out the justification for grant of higher pay scales to LSG & HSG II Supervisory posts only as 6th CPC has already upgraded the pay scale of HSG I, outside the purview of the anomaly committee and if need be, the department will take up the issue with Nodal Department.

Item No. 20- Anomaly in pay scale of Stenographers:
The Chairman informed the Staff Side that PS in the field offices having pre-revised scale of Rs.6500-10500 have already been placed in the pay band of Rs. 9300-34800 (PB-2) with GP 4600 as per clarification issued by Nodal Department. Therefore, the issue stands resolved

Item No. 21 - Grant of Pay Scale to drivers and artisans equal to Postal Assistant:
The Chairman informed the members of the Staff Side and other members of the anomaly committee that this issue relating to Drivers has been referred to the anomaly committee as per directives of High Court of Madras. Perusal of the status right from 2nd CPC onwards reveals that the cadre of Drivers at no point of time was allowed the pay scale identical with that of the Postal Assistant. The case was filed only on the basis of equality of the minimum of the pay scale up to 3rd CPC. Recruitment rules of Motor, Jeep, Lorry and Staff Car Drivers in the Post & Telegraph Department were notified on 01st Nov 1983. The cadre of driver has been classified as General Central Service Group C Non Gazetted Non- Ministerial. Method of their recruitment is 50% by direct recruitment and 50% by transfer. The desirable educational qualification is Middle Standard Pass. The other essential qualification for direct recruitment of drivers is possession of a valid driving license for Light and Heavy motor vehicles, 04 years of driving experience of Light and Heavy vehicles with at least one year of driving experience of heavy vehicles with possession of valid driving license to that effect and ability to read and write local language and to make simple arithmetical calculations. However, the cadre of Drivers had all along been allowed higher pay scale as compared to Postman Cadre till implementation of recommendations of 5th CPC. Following upgradation of pay scale of the cadre of Constables of CPO, Postman cadre was brought at par with Constables of CPO in the light of the established parity & this revision of pay scale of Postman cadre was made effective from 10.10.1997. Following this implementation, the entry pay scale of the cadre of Drivers came below the pay scale of the Postman cadre. Thereafter, after following implementation of 6th CPC recommendations, the entry grade of Drivers was placed in 5200-20200 (PB-1) with GP 1900 while the entry grade of Postman was fixed with higher grade pay of Rs. 2000 in the same pay band.. The Committee decided to refer the issue of upgradation of Entry grade of drivers on par with the Postman pay scale to DOP&T for consideration accordingly as cadre of driver is a common cadre.

INDIAN POSTAL SBCO STAFF ASSOCIATION(FNPO)

Please refer to the posting in our website  dated 27-02-2010 about joining of Shri S.P.Kulakarni General Secretary,Indian Postal SBCO Staff Association (FNPO) with NFPE.  In a meeting  of all  General Secretaries of FNPO it  was decided to participate in the verification process by the same name and the Department also clarified that the SBCO association affliated to the FNPO can participate with the same  name.

All the Circle secretaries/Divisional secretaries are requested to  collect the authorisation letters of SBCO members and keep with them. The letter appointing authorised office bearer for submission of declarations will be issued to all Circle secretaries of NAPE, Group C in a day or two by the Federation.
