Sub: Inordinate delay in implementation of GDS Committee Recommendations leading to inevitable Indefinite Strike Action by Postal Employees – reg.

 

Respected Sir,

 

The entirety of Postal Employees are at a painful loss to understand the inordinate delay in implementation of the GDS Committee Recommendations to three lakhs of Gramin Dak Sewaks despite the fact that the Nataraja Murti Committee had submitted its recommendations in the month of October 2008 itself. The Government took only five months time to finalize implementation of 6th CPC Report pertaining to more than 40 lakhs of Central Government Employees and Armed Forces from the date of submission of recommendations by the 6th CPC, whereas the Government is taking more than ten months to finalize its stand on implementation of GDS Committee Report pertaining to three lakhs of Gramin Dak Sewaks after submission of the Report by the said Nataraja Murti Committee. It is also most unfortunate that most of the modifications sought by the Staff Side including maintaining historical pro-rata wages in relation to comparable categories of regular postal employees; the issue of parity on the matter of Bonus Ceiling under PLB Formula; 1.86 times fixation benefit and 3% rate of increment as given to regular employees are distorted in the name of Nataraja Murti Committee.

 

To add salt to injury, the Cabinet Note that was got included as an additional item for the Cabinet Meeting on 17.09.2009 was not taken up for approval for reasons unknown to us. The entirety of Postal Employees in general and the three lakhs of Gramin Dak Sewaks in particular are disillusioned to know the above facts.

 

The Postal Joint Council of Action comprising of National Federation of Postal Employees [NFPE]; Federation of National Postal Organisations [FNPO]; All India Postal Extra Departmental Employees Union [AIPEDEU]; and National Union of Gramin Dak Sewaks [NUGDS] has therefore inevitably forced to come to the conclusion in its meeting on 21.09.2009 to serve a Notice for Indefinite Strike on 22.09.2009 to commence the strike w.e.f. 7th October 2009.

 

The Postal Joint Council of Action is therefore requesting your personal intervention to ensure approval of implementation of GDS Pay Commission with the modifications sought by the Staff Side in the very next Cabinet Meeting itself besides ending the discrimination created by the Department of Posts in the matter of bonus quantum ceiling between the regular employees and GDS.

INDEFINITE STRIKE FROM 7.10.2009

Dear Comrades / Colleagues,

 

The Postal Joint Council of Action comprising of NFPE, FNPO, AIPEDEU and NUGDS has met on 21.09.2009 in the Office of FNPO in New Delhi under presidentship of Comrade T.N.Rahate President of FNPO. Both the Secretary General and all General Secretaries of affiliated Unions / Associations and the General Secretaries of AIPEDEU and NUGDS attended the meeting.

 

The JCA discussed in detail the situation prevailing including the non-approval of GDS Pay Commission recommendations by the Cabinet Meeting held on 17.09.2009. The JCA noted that the discontentment and disillusionment amongst the three lakhs of Gramin Dak Sewaks has grown very deep due to the inordinate delay in acceptance and implementation of their pay revision even after ten months from the date of submission of recommendations by the GDS Committee.

 

The JCA also noted with concern that many proposals by Staff Side for modifications in the GDS Committee Report have not been incorporated in the final proposals. The JCA also noted the distortion in prorata wages in comparison to the corresponding category of regular postal employees as well as the discrimination introduced against the GDS on the issue of bonus ceiling. JCA noted that the denial of 1.86 times fixation formula and grant of 3% rate of increment to GDS like the regular employees also a matter of serious concern.

 

After a thorough discussion, the JCA came to the unanimous conclusion to immediately serve Strike Notice on the Government on 22.09.2009 to commence an Indefinite Strike w.e.f. 7th October 2009 on a Two Point Charter of Demands as follows:

 

1.Approve and implement immediately the GDS Pay Commission with

   the modifications sought by the Staff Side; and

 

2.Remove the discrimination against the GDS on the issue of grant of

   Bonus Ceiling.  

 

The Postal JCA also decided to organise a Joint Strike Tour in all Circles by the CHQ Office Bearers of the Federations and all All India Unions / Associations as well as the GDS Unions from 1st October to 5th October. The CHQ Office Bearers allotted to each Circle and their contact phone numbers will be placed in the Websites of the Federations and All India Unions shortly. The responsibility to organise successful Strike Tour Meetings in State Capitals and Regional Headquarters rests on the Circle Secretaries of affiliated Unions / Associations. They will intimate the Venue of Meeting and the Date / Time etc to the CHQ Office Bearers allotted to their Circles and ensure all arrangements to receive them.

 

The JCA is aware that the time at our disposal is very short and therefore requests all Circle and Divisional / Branch Secretaries to take every initiative for the success of the Strike Tour Programme for launching the Indefinite Strike successfully.

NOTICE


Sir / Madam,



In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal / RMS / MMS / Administrative & Postal Accounts Employees and the Gramin Dak Sewaks will go on indefinite strike from 07.10.2009. The demands for acceptance on which the employees embark upon this Indefinite Strike are detailed in the Charter of Demands enclosed.

Indian Postal Act will be suitably amended, says Union Minister

The Union government has proposed amendments to the Indian Postal Act to introduce regulations on the courier industry, according to Union Minister for Communications and Information Technology A. Raja

The Indian Postal Act would be suitably amended to frame provisions to regulate the private courier services. This would also bring the sector under the Consumer Protection Act.

A Bill for this would be introduced in Parliament after getting the Cabinet approval, he said.

After inaugurating the Mettupalayam Project Arrow Office at Mettupalayam Head Post Office on Monday, he told presspersons that the Department of Posts was incurring about Rs. 600 crore loss annually.

The excess land with the post offices could be used for development of commercial buildings and these could be rented out for revenue.

A committee of secretaries formed to study the proposal had given its recommendations. A special purpose vehicle would be formed to implement the proposal.

Speaking at the inaugural, he said that post offices across the country would be modernised (Project Arrow) in phases at an outlay of Rs. 500 crore during the XI Five Year Plan period.

Initially, about 50 post offices were taken up on a pilot basis.
In Tamil Nadu, nine post offices were taken up under the project in Phase-I.

In Phase-II, 67 post offices were taken up and in the next phase, it was proposed to cover Annur, Sathyamangalam and Avinashi post offices too.
