Revision of monthly contribution for availing CGHS facilties.

The Ministry of Health and Family welfare, Govt. of India had revised the monthly contribution for availing CGHS facilities from 1.6.2009. The revised rates are :

1. Grade Pay upto Rs.1650 - Rs. 50/- per month.

2. Grade Pay Rs.1800, Rs.1900, Rs.2000, Rs.2400 and Rs.2800 -- Rs. 125 per month.

3. Grade Pay Rs. 4200 per month ----- Rs. 225 per month

4. Grade Pay Rs.4600, Rs.4800, Rs.5400 and Rs.6600 per month --- Rs. 325 per month.

5. Grade pay of Rs.7600 and above per month -------Rs. 500 per month.

(B) Entitlement of wards in Private Hospitals empanelled under CGHS:

1. General Ward : Pay drawn in Pay bond upto Rs.13,950.

2. Semi Private Ward : Pay drawn in Pay Band Rs.13,960 to Rs.19, 530.

3. Private Ward : Pay dran in Pay Band Rs. 19,540 and above

Note: Pensioner beneficiaries who have already obtained CGHS card with life time validity by paying a lump sum amount equivalent to 10 years' contribution, will not be required to pay any additional amount as a result of the revision in the rates of contibution for availing CGHS facility.

Discontinuance of emergency services of CGHS

The Ministry of Health & Family Welfare vide its No. F No.4-29/CGHS/C&P dated 18th May 2009 issued orders to discontinue emergency services in the afternoon and night shifts at all CGHS wellness centres with immediate effect in all CGHS covered cities.
The reason attributed for discontinuance of this facility is :
(i) attendance in the emergency shifts has been very low (ii) shortage of man power (iii) the CGHS beneficiary can reach any hospital for treatment.

Eighth Federal Congress of FNPO

The Eighth Federal Congress of FNPO was held at Ahmedabad from 23rd May to 25th May 2009.

The Reception Committee headed by Shri.C.P.Nayi, made excellent arrangements for the conduct of the Congress. The CHQ congratulates him.

The CHQ congratulates the newly elected office bearers and assures them of our support towards redressal of problems of Postal Workers.

Tamilnadu Circle and West Bengal Circle came forward to hold next Federal Congress. The House unanimously decided to hold next Federal Congress at Chennai.

Reception Committee under the stewardship of Sri C.P. Nayi made an excellent arrangement of board and lodging.

The VIII Federal Congress created an era in the history of the FNPO.

Sri D. Kishan Rao GS NUPE-C proposed a vote of thanks.


POLICY AND PROGRAMME
The VIII Federal Congress warmly thanks the members for their dedication and support to the Federation especially during agitations and membership verifications and appeals for continued support
Welcomes the new Government is assured of our support and appeals to it to drop all anti workers policies like privatization, franchising and casualisation of labor

Pins Its faith on negotiated settlement and urges the Dept. to
i) Consult the Federation on new schemes
ii) Settle the pending postal demands in a time frame
iii) Fill up all existing vacancies including promotion posts
iv) Review the additional duties given to Postman and Group 'D' cadres and modify the
orders.
v) Curtailment of facilities in the name of project arrow
vi) Review the conditions of existing buildings, departmental and rented, set them right

Urges Upon the Government to take up cadre review and improve the status of cadres unsolved by Pay commission, implement ACP scheme early, more attractive than the TBOP/BCR scheme.
Requests to JCM Staff side to pursue the implementation of Arbitration Awards.

Expedite the implementation of GDS committee recommendations, rejecting the unfortunate proposals.

Appeals to the Dept. to restore negotiating fora like JCM and periodical meetings.

Suggest to affiliates to identify the important subjects for settlement on priority basis and chalk out a programme for realization.

Declares that agitations, strikes and joint action are inevitable.

Exhorts upon the workers to be prepared for struggles as warranted by circumstances at the appropriate time and directs the Federation to chalk out a programme of action in consultation with the affiliates
