Abnormal delay in filling up of HSG II and HSG I posts in Tamil Nadu Circle

Sri. M. Senthilrajan, FNPO, P3, Madurai Division had made comments regarding the abnormal delay in filling up of the above posts.  He is requested to furnish the full details regarding the existing vacancies unfilled in the above cadres to the CHQ immediately to enable to take up the issue with the Postal Directorate.

Thanks for the continues efforts being taken by shri.M.senthilrajan in connection with HSG Postings. We hope the CHQ will do the necessary action in this.

The Tamilnadu circle administration had already done a great mistake in issuing "LSG SNIORITY LIST" and posting of HSG II officials during the year 2008. The list of LSG seniority was prepared on the basis of merit which was contradictory to the rules in force. At the time of examination for the post of LSG under the FASTRACK schme, it was divisional cadre and examination was conducted according to the number of vacancies found in the division and posted within the division. Then the LSG cadre became a circle cadre as per the revised recruitment rules modified during 2006. But the LSG official those who selected through competetitve exams during 2003 & 2004 for the divisional cadre were placed as per merit list as per the RRS, 2006 which was very contradictory to the rules. The list was prepared properly at first, then it was modified wrongly without any proper rulings on the subject by then APMG(S).Tamilnadu Postal Circle alone had prepared and released the list in the above said manner and all other circles were prepared according to the date of joining in the post of LSG. Now again the circle administration is keeping very adumunt mentlality in posting the FTP officials to the cadre of HSG II. The present higher ups right from APMG(S)to PCPMG are moving their files with right intention to give promotion which is highly appreciated. Shri. Senthilrajan also should utilise the right persons to proceed further. I hope Circle administration will issue HSG II promotions early considering all the vacant posts lying unfilled till date.

I partly agree with the second comment that some officials might have been affected in fixation of their seniority position in the Circle Gradation List when LSG became Circle cadre. But drawing up the CGL as per merit is proper and according to rules. B'coz FTP exam is a competitive exam like IP and Gr.B exams. If seniority of officials who have passed a merit exam is to be fixed as per date of joining, only officials at HQrs who can join first will be benefited. Indeed in 2004, many officials working at outskirts and many Sorting Assistants were not relieved in time by their Divisional heads and Supervisors due to staff shortage.

The original seniority list released was very very vague. The list was named as 'Seniority list of LSG PAs in TN Circle'. Even the Divisional seniority position of many officials had been jumbled. There was no mention in the Remarks column. Even the date of joining had been wrongly noted in many cases. When it was objected by us and corrected list demanded, the present DG Madam and the then Pr.Chief PMG Ms.Radhika Doraiswami IPS honestly released the corrected list within 5 days as per the merit position of officials.

Now I hope the HSG-II promotion list will be released soon since we have taken up the matter with the good offices of right persons who treat FTPs and others on par without any difference.
