Donate liberally to the CHQ

Members may be aware that the CHQ made an appeal for the donation from all the branches when the Govt. ordered payment of 40% of arrears on implementation of the sixth pay commission recommendations. Some have responded, but many have not responded.
Now as promised, the Govt. had issued orders for payment of balance of 60% arrears on the 25th Aug.'09. We are told that in one or two Circles the arrears were paid today.
We once again appeal to you to collect at least Rs.100 per member as donation and remit the same to the CHQ immediately to tide over financial difficulties.

Implementation of modified ACP Scheme

Enquiries made with the DDG (Estt.) reveal that the draft copy of the order is ready and most probably orders can be expected next week. The delay is stated to be due to the fact that the establishment branch was busy in replying to the querries of the nodal ministries in regard to implementation of GDS Committee recommendations.

Enquiries made with the DDG (Estt.) reveal that the nodal ministries have raised many querries and suggested some modifications and all those were incorporated. The file is expected to be returned to the Dept. of Posts today evening. The file will be sent to Hon'ble MoC next week with cabinet note for approval by the Cabinet.

Filling up of the posts of Postal Assistant / Sorting Assistant by direct recruitment

The Department of Posts vide its letter No. 60 – 16 / 2009 – SPB. I dated 13th August 2009 instructed the Circles to fill up the Direct Recruitment quota vacancies of the P.As/ S.As for the years 2006, 2007 and 2008 by the existing instructions issued vide department’s letter No. 51-2/2003- SPB. I dated 10.11.2004. The Directorate had also instructed the Circles to complete the recruitment process by 31st December, 2009.

The Directorate instructed the circles to work out anticipatory vacancies of the year 2009 of P.As / S.As and inform the same to them within 15 days to take a view in the matter.

The above order will be published in the Postal Sentinel, September 2009 issue.

Introduction of Freighter Aircraft of India Post

The India Post vide its letter No. 8-13/2009-D dated 14.5.09 and 22.7.09 states that after successful induction of first freighter aircraft of India Post in August 2007 for the North East Region, decided to induct two more freighter aircrafts for conveyance of mail in a Hub and Spoke pattern with effect from 27.7.2009.



The three freighter aircraft would operate on a daily basis (except Monday, i.e Sunday night) as per the following schedule:

Implementation of modified ACP Scheme

Yesterday (11th Aug.'09), the General Secretary met DDG(Estt.) regarding the implementation of the above scheme. He said that there is some problem in regard to applying this scheme to the Drivers of the Postal Department. The issue was sorted out yesterday and it is hoped that the order would be issued next week after getting the approval of IFA.

Sub: Appointment on permanent absorption basis of Assistant Accounts Officers (AAOs), Group 'B' Gazetted in Department of Telecommunications (DOT) as

I am directed to forward herewith a copy of letter No.17-1/2008-SEA-II dated 02 Jul 2009 along with its enclosures received from Under Secretary (SEA), Department of Telecommunications, Sanchar Bhawan, New Delhi on the subject cited above for further circulation under your jurisdiction. The applications received from willing/eligible candidates may be verified and duly recommended by the competent authority concerned. The Circle Postal Accounts Offices concerned may consolidate the applications in respect of their Circle and forward the applications complete in all respect in the prescribed proforma from willing/eligible candidates including those who are on deputation/headquarters duty along with the following documents to Sri.R.Magadevan, Assistant Director General (PA Admn), Department of Posts, PA Wing, 4th Floor, Dak Bhawan, New Delhi – 110001, so as to reach latest by 21 Aug 2009:

Letter from the CHQ (NAPE-C to the Secretary, Dept. of Posts)

Madam,
Sub: - Filling up of Posts of JAOs/ AAOs in the in the Dept. of
Telecommunications

It is learnt that the Department of Telecommunications issued a circular to all departments calling for volunteers from eligible officials to fill up the above posts.

In this connection, my Union wishes to bring to your notice that about 500 qualified employees of the Department of Posts are eagerly awaiting promotion for the last 17 years and were very hopeful after the Hon’ble Minister has given his consent for the proposal of the merger of Group B Accounts cadre of DOP & DOT. It is also learnt that the DoPT had also cleared this proposal. Now the above circular of the DOT had caused great concern to them since it would seal their future prospects.

As the above merger proposal was formulated in consultation with the Secretary Dept. Of Posts, my Union urges that appropriate immediate action be taken for amalgamation of the Group B Accounts cadre of both the DOP & DOT which will facilitate the 500 qualified JAOs of the Department of Posts waiting promotion will be absorbed immediately in the DOT and it would open a chain of promotional avenues for more than 2000 employees. If the merger proposal is not cleared, it may result in that JAOs from Postal Side who are on deputation to the DOT are likely to be repatriated very shortly and will have chain of reactions causing frustration and dislocation of postal employees.

My Union feels that the merger proposal would benefit the Department of Posts to facilitate to recruit more qualified younger generation having proficiency in computer and IT which is the need of the day in the present changed scenario. It would also benefit greater flexibility to the administration to fill up the STS Group A Posts for utilizing them for new services to enable revenue generation for the department.

There is a feeling amongst the employees that ego prevailing between the officers of the two departments regarding the cadre controlling authority of the Group B cadre of accounts personnel in the event of merger is the main hurdle in this issue. If this is true, my Union is of the opinion that the issue could be sorted out by the Minister if it is not possible to resolve between the officers of the two departments.

Anyhow, my Union wishes to reiterate that taking into account the bright future prospects of the employees of our department who are awaiting promotion for the last 17 years, needful action be taken to facilitate them to be absorbed in the JAO cadre immediately and the merger proposal be agreed to in view of the larger interests and welfare of your subordinates.

My Union shall be thankful for urgent action and a line in reply.

Umbrella can be supplied to female GDS- Department issued orders

Lady's umbrella to the female Gramin Dak Sevak employees has been considered and it has been decided that the criteria as laid down for regular employees in the Directorate letter quoted above shall be made applicable to G.D.S inclucing female G.D.S.

Filling up of GDS posts in Branch Post Offices –Clarification regarding

The Department of Posts had issued the following orders regarding the above subject.  Full details of the order will be published in the Postal Sentinel (Aug.09) issue.
 
Filling of GDS post in single handed Branch Offices


In single handed Branch Offices, the GDS post rendered vacant on account of discharge from the service, appointment of the GDS against a departmental post or death of the GDS may be filled up to ensure basic postal services and facilities in the rural areas through the existing Branch Offices. 


Filling of GDS post in Branch offices with two or more hands


The vacant post of GDS may be filled up on the basis of triennial review already carried out. If prescribed workload and financial parameters as prescribed for opening of a Branch Office are not fulfilled but the posts are required to be filled up for operational reasons then the approval of Chief PMG will be required with concurrence of Circle IFA.

It should be ensured that the triennial review of Branch Offices is carried out regularly and invariably as per existing instructions. 


This issues in supersession of earlier instructions issued for filling up of vacant posts of GDS contained in following letters
