Annual Direct Recruitment for the years 2006 & 2007 - Total 5190 posts sanctioned.

Members may be aware that the CHQ has been pressing the department to fill up the ADRs for the years 2006-2007 when the department issued ADR for the year 2008. The Department of Posts had taken up this issue with the DoP&T for revival of the posts for the year 2006 and 2007 and the DoP&T approved the same. Now. totally 5190 posts are sanctioned under the ADR plan for the years 2006 & 2007. The Department will apportion posts cadre wise and is expected to issue orders next week.
The CHQ urged the Department now to fill up ADR vacancies for the year 2006, 2007, 2008 and even for this year 2009 in one recruitment in the coming months. Members may please note that for the year 2009 all the vacancies can be filled up whereas for other years only 1/3rd posts can be filled up.

The Postal JCA of NFPE and FNPO Federations call upon the entirety of Postal Employees to organise a massive Dharna jointly under the banner of Joint Council of Action on 29.06.2009 at the level of Divisions / Branches for calling the attention of the Department of Posts to the following burning issues. As far as the Delhi Circle is concerned, there shall be a massive demonstration in front of Dak Bhawan during lunch hour on 3.7.2009, the first day of Budget Session of Parliament. A Memorandum on the following items shall be submitted to the Honourable Minister of Communications & IT and Honourable Minister of State for Communications & IT by the JCA on 3.7.2009.

 

 

The Burning issues that shall receive focus:

 

  1. Early implementation of GDS Committee recommendations with the suggestions of staff side duly incorporated.
  2. End discrimination in bonus quantum ceiling between regular and GDS as per the Bonus Act amendment.
  3. Remove the arbitrary cap of 60 days in PLB for Postal Employees.
  4. Fill up ADR vacancies of 2005-06 & 2006-07 in all wings and of all cadres including Multi Skilled employees.
  5. Expedite Cadre Review of all cadres in Department of Posts.
  6. Stop abolition of Postmen posts and beats and stop harassment of delivery staff and instructions in violation of P&T Manuals in Project Arrow Offices.
  7. Cancel the order for compulsory pay disbursement through bank cheques and direct credit system.
  8. Re-fix the eligibility for OTA proportionately to the 6th CPC wage level and clear all pending OTA bills.
  9. Re-fix the wages of all Casual labourers and Part Time Contingent / RRR employees on the basis of the 6th CPC wages.
  10. Grant Child Care Leave to all eligible Women Employees.

All our Divisions and Branches are called upon to take the programme call very seriously and mobilise our full strength behind the call.

Eight – digit PIN to be used soon

India Post seems to have taken a decision to introduce eight digits PIN CODE instead of the present six, for faster delivery of mails.

India Post is planning to suffix two extra digits in the PIN code to make it more specific. The extra digits will indicate the beat under a Post Office where the letter has to be delivered.

The current PIN code contains details up to the Post Office level. The first digit of the PIN code indicates one of the eight Postal Circles in the country. The second digit indicates the sub-region and the third shows the district code. The last three digits refer to the delivery post office. Now, the two-digit code of the Postman beat will be added so that sorting of letters becomes easier and faster.

According to learned counsel for the petitioner, the communication Annex P/4 was issued on 17th April, 2009 and by this letter it has been communicated that letter of authorization is to be sent through the applicant Services Association to which membership is sought so as to reach the Drawing and Disbursing Officer concerned on or before 15.5.2009. According to learned counsel for the petitioner, the said communication dated 17th April, 2009 was not sent to the petitioner – association and when petitioner-association came to known about the same, the petitioner-association requested the Chief Post Master, Rajasthan, Jaipur for giving copy of the communication Annex, P/4 dated 17th April, 2009 vide letter dated 12th May, 2009. On this request, the communicated dated 17th April, 2009 was given to the petitioner-association and the petitioner-association by his has not been given reasonable opportunity, rather say, reasonable time to comply with the conditions of sending the letters of authorization as required by Annex, P/4.

Looking to the totality of the facts of the case, Issue notice to the respondents for final disposal.

Meanwhile, the respondents shall not finalize the re-verification of membership for recognition of services Association till further orders.

One more option given to employees for fixation of Pay

Officials promoted before 1.1.06 or after1.1.06 who have already opted for fixation of pay from the date of next increment are not financially benefitted. Now they have got chance to give one more option. The department had issued order which is reproduced below:

In this context it is clarified that Ministry of Finance, Department of Expenditure, Implementation Cell vide their UO No.10/1/2009 dated 15-5-2009 (copy enclosed) agreed to allow exercise of the split option by the eligible employees within one month of the copy of the O.M. cited above is circulated by the Department to the Subordinate / Circle Offices. Accordingly, the officials are allowed to exercise their option by 19-06-2009 i.e. upto one month from the date of issue of this order.

Encashment of earned leave alongwith Leave Travel

The undersigned is directed to refer to Rule 38-Aof CCS(leave) Rules, 1972 regarding encashment of earned leave alongwith LTC while in service which says that Government servants are permitted to encash earned leave upto 10 days at the time of availing Leave Travel
Concession subject to the condition that earned leave of at least an equivalent duration is also availed of by the Government servant simultaneously. This Department has been receiving a number of references from various Ministries/Departments to waive this condition citing practical problems faced by them as the facility of LTC is also admissible while availing Casual Leave.

2. The matter has been examined in this Department in consultation with the Ministry of Finance and it has now been decided to permit Government servants encashment of earned leave upto 10.days at the time of availing LTC without any linkage to the number of days and the nature of leave availed while proceeding on LTC.

3. These orders shall take effect from the date of issue.

4. Formal amendment to the provisions of CCS(Leave) Rules 1972 are being issued separately.

Revision of monthly contribution for availing CGHS facilties.

The Ministry of Health and Family welfare, Govt. of India had revised the monthly contribution for availing CGHS facilities from 1.6.2009. The revised rates are :

1. Grade Pay upto Rs.1650 - Rs. 50/- per month.

2. Grade Pay Rs.1800, Rs.1900, Rs.2000, Rs.2400 and Rs.2800 -- Rs. 125 per month.

3. Grade Pay Rs. 4200 per month ----- Rs. 225 per month

4. Grade Pay Rs.4600, Rs.4800, Rs.5400 and Rs.6600 per month --- Rs. 325 per month.

5. Grade pay of Rs.7600 and above per month -------Rs. 500 per month.

(B) Entitlement of wards in Private Hospitals empanelled under CGHS:

1. General Ward : Pay drawn in Pay bond upto Rs.13,950.

2. Semi Private Ward : Pay drawn in Pay Band Rs.13,960 to Rs.19, 530.

3. Private Ward : Pay dran in Pay Band Rs. 19,540 and above

Note: Pensioner beneficiaries who have already obtained CGHS card with life time validity by paying a lump sum amount equivalent to 10 years' contribution, will not be required to pay any additional amount as a result of the revision in the rates of contibution for availing CGHS facility.

Discontinuance of emergency services of CGHS

The Ministry of Health & Family Welfare vide its No. F No.4-29/CGHS/C&P dated 18th May 2009 issued orders to discontinue emergency services in the afternoon and night shifts at all CGHS wellness centres with immediate effect in all CGHS covered cities.
The reason attributed for discontinuance of this facility is :
(i) attendance in the emergency shifts has been very low (ii) shortage of man power (iii) the CGHS beneficiary can reach any hospital for treatment.

The Eighth Federal Congress of FNPO was held at Ahmedabad from 23rd May to 25th May 2009.

The Reception Committee headed by Shri.C.P.Nayi, made excellent arrangements for the conduct of the Congress. The CHQ congratulates him.

POLICY AND PROGRAMME
The VIII Federal Congress warmly thanks the members for their dedication and support to the Federation especially during agitations and membership verifications and appeals for continued support
Welcomes the new Government is assured of our support and appeals to it to drop all anti workers policies like privatization, franchising and casualisation of labor

Pins Its faith on negotiated settlement and urges the Dept. to
i) Consult the Federation on new schemes
ii) Settle the pending postal demands in a time frame
iii) Fill up all existing vacancies including promotion posts
iv) Review the additional duties given to Postman and Group 'D' cadres and modify the
orders.
v) Curtailment of facilities in the name of project arrow
vi) Review the conditions of existing buildings, departmental and rented, set them right

Urges Upon the Government to take up cadre review and improve the status of cadres unsolved by Pay commission, implement ACP scheme early, more attractive than the TBOP/BCR scheme.
Requests to JCM Staff side to pursue the implementation of Arbitration Awards.

Expedite the implementation of GDS committee recommendations, rejecting the unfortunate proposals.

Appeals to the Dept. to restore negotiating fora like JCM and periodical meetings.

Suggest to affiliates to identify the important subjects for settlement on priority basis and chalk out a programme for realization.

Declares that agitations, strikes and joint action are inevitable.

Exhorts upon the workers to be prepared for struggles as warranted by circumstances at the appropriate time and directs the Federation to chalk out a programme of action in consultation with the affiliates
