All Circle Secretaries

All Central working committee members

Dear colleagues,

At the out set I may convey my happy New Year greetings to all.

I have already conveyed the details of the discussions held by me with Shri.P.K.Gopinath Committee constituted to examine the implementation of recommendation of R.S.Natarajamurthi Committee, on 18.12.08 on the basis of our Second memorandum. It was assured by them that their report would be submitted to the Department of post’s by the end of December 08. But the same has not been submitted till date (6.1.09). We are exerting pressure to persuade them to submit the report without further delay. We are eagerly waiting for the details of the recommendations.

Discussions held with Secretary [p], GDS commission by General Secretaries

It is given to understand that Department wants to hold discussion with Federations again on 13.1.09. The details of this discussion will be conveyed to circle unions immediately after the discussion is over.

The Proposed indefinite strike by Left sponsored confederation

The confederation of Central Govt: employees supporting left parties have deeded to go on an indefinite strike from 20.1.09. They have decided to submit a charter of consisting of 170 demands. Out of this 99% demands relate to the departmental employees. The demands of GDS employees are given only secondary importance. General Secretary of GDS union of NFPE has protested in having included the GDS demands side lining him and for not giving due importance their demands. The General Secretary of NFPE GDS union has not served any strike notice. Only some circle secretaries have served strike notice to CPMGs (This has no legal validity) It is evident that NFPE GDS All India Union and various circle unions have no unity among them.FNPO and NUGDS have assessed that the proposed confederation strike from 20.1.09 is not for safe guarding the interest of Central Govt employees including NUGDS but to safe guard the political interests of the left parties including NFPE. Due to this reason and the reasons mentioned below NUGDS has decide. Not to participate the strike. This decision may be conveyed to the whole divisional unions in the regional language.

Indefinite Strike from 20.1.09

01. The strike date was unilaterally decided by the confederation and the same was declared with out consulting us.

02. The strike is politically motivated and not motivated by the earnest desire for achieving the legitimate demands of the employees.

03. There is no scope for any hope in the success of the strike due to the alarming number of demands. 04. There is not even a possibility for a discussion.

05. The demands of GDS are given a push back.

05. NFPE GDS union it self has protested against this step motherly attitude of NFPE and confederation.

06. GDS employees belonging to NFPE GDS union. Will not participate in this strike to protest against the indifferent and non-cooperative attitude of Departmental employees belonging to NFPE in the recent strike from 17.12.08.

07. Govt of India has not taken any decision to implement the R.S.Natarajamurthi Committee report as such.

08. The P.K.Gopinath Committee will submit its report shortly.

09. Secretary [P] has decided to hold discussion again on 13.1.09.

10. Discussions regarding implementation of GDS committee is progressing.

11. This strike is inopportune on the basis of the assessment mode by the NUGDS regarding the progress made in the discussions so far.

12. Political pressure and Union level discussions with the appropriate forums are going simultaneously.

13. FNPO is of the view that we will go for strike only if the discussions do not become successful

Therefore we are of the view that the indefinite strike called by a section of the Central Govt: employees are untimely and politically motivated. Hence NUGDS has decided not to participate in the proposed strike.

Therefore I would request all the circle secretaries to educate the members about the various aspects and to desist from the strike.

With Greetings

General Secretary

Is it true that the Sec(P) got annoyed over the informal meeting the Gopinath Committee had with the GS,AIPEDEU, leading to further delay in submission of its report?

Without updating the blog with latest developments, the members are kept in dark and their anxiety grows. If it is not possible to give detailed report on day-to-day developments, atleast a brief would do.-Muralidharan,Erode
